I'm 15 I weight 131lbs and I'm 5'5 with a BMI of 21 I feel I'm overweight and ive been called it growing up especially about my thighs and stomach
You are definitely not fat. You are a little thick and that's great. If you feel bad about your body, it might be because you don't have a healthy diet or a good workout plan. Those things will help you feel better about yourself.

I think that it is honestly different for everyone, there could be two people of the same height and weight yet they could each look insanely different in shape and figure. This is all because of the porportion of your body, which is based solely on genetics. Personally, I'd say that anyone who is 5'3" should typically weigh 120-160 lbs. I'm 5'1" and I weigh only about 105 but that's ok because of the proportion of my body, because I'm shorter I don't need as much to go around. If I weighed 150, I'd probably be considered slightly heavy, because of the proportion, by for someone who is 5'3", that would be rather healthy. I'd also like to mention that your objective of asking this question may be a result of your slight insecurity and need of need of reassurance.(Know that by saying this I'm not trying to spread hate), I would just like to tell you that no matter what anyone says, you are at a healthy weight and that is all that matters. As long as you are healthy, you are beautiful in your own skin.
I'm 4'11 and 135lbs. I honestly do not really feel like I look fat but is that overweight? I feel like it is. When I was younger I thought that I was fat and attempted to starve myself several times but as of last year I stopped and ended gaining some weight. I was around 120lbs when I stopped trying to starve myself.
some people just naturally have a slow metabolism. if you are healthy that's all that matters
